Andy Burnham will use his first major speech since returning to Parliament to promise a 10-year mission to transform Britain’s economy and shift power out of Whitehall. He is expected to unveil plans for a “No 10 North”, handing more control over housing, transport, education and spending to regional mayors as part of a sweeping devolution drive. Burnham will also promise greater state control of key utilities, more council house building and major investment outside the South-East, saying Britain needs a long-term reset rather than more short-term politics. Critics say the plan is full of warm words but light on detail, with big questions still hanging over tax, defence and how any of it would be paid for.
